E-Bike Liability
Do Electric Bikes Need Insurance in Minnesota?

Anderson Law Office Nov. 5, 2026

In most U.S. states, including Minnesota, the law is constantly evolving as to whether and which electric bikes require insurance.

Legal Requirements

Most states, including Minnesota, follow the three‑class e‑bike system:

Class 1: pedal assist up to 20 mph

Class 2: throttle assist up to 20 mph

Class 3: pedal assist up to 28 mph

Class 1 are generally treated like bicycles, Class 2 and 3 are generally treated like motorcycles. Each state varies on whether:

  • Auto insurance is required;

  • A valid driver’s license or registration is required; or

  • Mandatory liability coverage is required

As indicated above, laws vary by state and continue to change so always check your state and local regulations to make sure you are not subjecting yourself or your children to liability exposure before E-Biking.

Insurance Coverage Options

1. Homeowners/Renters Insurance
Many policies cover theft or damage to your e‑bike while at home, but:

  • Limits may be low

  • No liability coverage while riding

  • May exclude high‑value bikes

2. Dedicated E‑Bike Insurance
Specialized policies can cover:

  • Liability coverage - If you injure someone or damage property while riding you may be exposed to liability where someone may be able to sue your homeowner’s insurance or you personally if you don’t have specialized e-bike insurance.

  • Collision/comprehensive coverage for theft, vandalism, accidents

  • Repair/replacement costs, including accessories

3. Endorsements/Riders
Some property policies allow adding e‑bike coverage for broader protection.

What to do next?

  1. Check your homeowner’s policy to see if E-Bikes or E-Motos are covered and the coverage limits.

  2. Consider value and usage of your e-bike—high-end or frequently used e-bikes may benefit from specialized insurance.

  3. Evaluate liability needs, especially if you ride in public areas or participate in events.

While homeowners insurance can provide some limited protection for e-bikes, specialized e-bike insurance offers more comprehensive coverage for theft, damage, and liability, providing peace of mind for higher-value or frequently used e-bikes.
